Victim Rights Act
The Colorado Victim Rights Act (VRA) ensures that individuals impacted by crime are treated with dignity, fairness, and respect. If you are a victim of certain crimes, you have legal rights throughout the criminal justice process and you don’t have to navigate it alone. The VRA gives crime victims specific rights under the law. These rights are designed to keep you informed, supported, and empowered throughout the legal process.
Crime Victim Compensation
Crime Victim Compensation (CVC) is a Colorado state-funded program that helps victims of violent crime cover certain out-of-pocket expenses. This program is not based on income and is available whether or not charges are filed against an offender. If you’ve experienced a crime, you’re not alone and you may be eligible for financial help to support your healing and recovery.
Emergency Protocols
Clear Creek County Emergency Operations Plan
Clear Creek County has established protocols for various emergency situations, including public health emergencies, natural disasters, and wildfires. These protocols involve notification procedures, call-down lists, emergency contact information, and the activation of the Emergency Operations Center (EOC).
Clear Creek County Lookout Alert
Lookout Alert is the free emergency notification system available to Clear Creek County residents. Registered residents will receive emergency alerts that may impact their residence or workplace. Alerts can be received via phone call, text message, and/or email.
Clear Creek County Victim Assistance
Starting in the mid 1970s, Victim Witness Assistance Units were established in prosecutor’s offices in Colorado. This effort continues to this day. The role of Clear Creek Advocates is to provide information, education, support, referral and advocacy services to those who suffer physical, emotional and financial harm as the result of the commission of a crime.
Clear Creek County Emergency Management
The Clear Creek County Office of Emergency Management (OEM) operates under the authority of the Clear Creek County Sheriff’s Office. OEM is dedicated to coordinating emergency services for residents and visitors through an all-hazards approach—addressing both natural and human-caused disasters, as well as large-scale emergencies.
Mandatory Reporters
Colorado House Bill 25-1188 removes “victim’s advocates” from the list of mandatory reporters under C.R.S. § 19-3-304. This portion of the bill became law immediately upon the Governor’s signature on May 31, 2025, while all other provisions take effect September 1, 2025.
Colorado Department of Public Safety offers training to educate mandatory reporters on what constitutes abuse and/or neglect, when to call for assistance, and how to make a report.
